I wonder if I could get some information on the recent refinancing of the RIE PFI contract. I have a number of questions: 1. How has the refinancing changed the Board's annual payments to the consortium, and the total payments to be made over the contract term (in cash terms). 2. Did the Board receive an up front sum related to the refinancing agreement? How was it calculated? 3. What was the effect of refinancing on the SPV's financial model, in particular: - has refinancing changed the debt maturity? - how did the interest rate change? - how much equity had been reimbursed? - and was the interest rate paid to senior lenders increased or reduced? 4. What is the Net Present Value of the cash-flow to equity over the contract term after the refinancing, and how has this changed? 5. What is the change in the new Internal Rate of Return? 6. What are the NPV and cash values of the refinancing gains to the private sector and the share provided to NHS Lothian? In the latter case, please specify exactly what form the share takes (e.g. lump sum, reduction in unitary charge etc) and please provide a rationale. 7. Details of any change in contract length. 8. If such a referral was made today what would be the waiting time (expressed in days)? How many alcohol related incidents were there from the period of 2005-2006 and 2006-2007 in the Royal Edinburgh Infirmary, Western General Hospital and St John's Hospitals? This mainly includes having a high blood alcohol concentration. This question is not specifically tied to an age range or a group of people, that is, students, it is simply a general figure. Also, with regard to alcohol related incidents, the meaning here is slightly different. Many hospitals have stressed that people often fall over due to alcohol abuse and get involved in violent attacks. However the information is not always recorded as an alcoholic incident. There is a difference however with someone having a high blood alcohol concentration which can and needs to be measured if someone has to have their stomach pumped. Can this information be gathered?

Just to clarify this does not include long-term alcohol related illnesses such as liver damage stomach cancer and heart disease. This report aims to look at the introduction of 24 hour drinking and how this affects students and medical staff in accident and emergency departments

Please send me: The full health economists cost benefit assessment report upon which the Scottish Medicines Consortium based their recent decision on the drug sutent.. Details from this report were summarised in a publicly available document (website URL and other details about this decision are provided at the end of the email). However I am looking for the full health economist’s report which has not been made publicly available. According to their website, “SMC is not a "Scottish Public Authority" for the purposes of Freedom of Information (Scotland) Act 2002 and, thus is not subject to the terms of that Act. The 15 Scottish NHS Boards who form the Consortium are the public authorities listed in the Act.” Having discussed the matter with the Office of the Freedom of Information Commissioner for Scotland, I have been advised that to keep within the scope of the Act my request for information should be through the NHS Boards that comprise the SMC.

I was disappointed with the information you forwarded to me in relation to my drugs trial. This does not adequately explain that the trial is using an out of date Helsinki Declaration. Ethical rules are drawn up for good reason to protect patients. I am therefore making further Freedom of Information requests please can I have all documents of any kind paper or electronic relative to the approval of the drug trial for sativex conducted by the Western General Hospital, and in particular all materials showing the terms on which this trial was approved by any Ethics Committee; and whether the health board and A its Ethics Committee publishes or uses or uses as a condition of such trials any particular addition of the declaration of Helsinki.

The specific organism identified as being present in the sample taken on 11th March 2004 from our client and its typing and genetic typing. On 9 February 2005 NHS Lothian issued a press release which included the phrases “replacement of the Royal Edinburgh Hospital, through a £75 million on-site development .... which will include 219 beds for people with mental health problems …” Of those 219 beds, how many please were acute admission beds? On 25 January 2006 NHS Lothian issued a press release which included the phrase “…a new Royal Edinburgh Hospital (£96.642 m)..” The cost given is very precise and within it must be provision for an exact number of acute admission beds; what please were the numbers of such beds as at that date? Note two to the letter of 4 January 2007 states that “there will be acute adult hospital provision of 120 as per agreed strategy”; when please was the decision made (and, if different, publicly announced) that the number of acute admissions beds would be 120, and where please may I read the document or paper which contains such decision?

The trial is being conducted by the Department of Clinical Neuroscience at the Western General Hospital in Edinburgh under Dr Belinda Weller. The trial is being conducted at the moment, and ends on the 13th of March. I understand that this request is under deletion of anything that would identify individuals on the trial. I would particularly like you to clarify whether the trial is subject to the terms of the Helsinki agreement. I am one of the patients on this trial, which is looking at pain relief in multiple sclerosis.
