NHS Lothian has received an update from Scottish Futures Trust on ESA2010 and its impact on the Bundle Programme (Blackburn Partnership Centre, Firrhill Partnership Centre and North West Edinburgh Partnership Centre).
 
The ESA2010 issue relates to revised European guidance which affects Non Profit Distributing model (NPD) and hub Design Build Finance and Maintain (DBFM) programmes. NHS Lothian have been informed that Scottish Futures Trust are working to resolve this issue.
 
The main suggested change which affects the Bundle Programme is the deletion of the capital input into the projects. The bundle currently has capital injections from both the City of Edinburgh Council and West Lothian Council.
 
A timetable for resolution and further updates are expected from Scottish Futures Trust in the near future. Until we receive this update NHS Lothian are unable to provide a timescale as to when construction will start on the Bundle Programme Partnership Centres.

Ground works to start on site in November 2014

Ground developments will start in the next month (Tuesday 11 November) in preparation for the new £7.6-million Blackburn Partnership Centre.
 
The new Centre, which will be built next to the Mill Centre, will include health and council services as well as community services for local residents. In order to ensure that the site is ready for construction of the Partnership Centre existing services (gas, electricity, water) located within the current site will be moved in the coming months.
 
This will involve digging up and working on pipes and cabling within the site, temporary fencing will be put up during these works and this will be removed when they are completed.
 

The project team are working towards Financial Close in January 2015.

Once these works are finished there will be a period of inactivity on the site prior to full construction starting.
 
The preparatory works are not part of the actual construction of the facility which is anticipated to start in early 2015 and it is anticipated to open in summer 2016.
